The USD has a population of 340 million, a government, military, an economy, a reserve bank, and global acceptance. Bitcoin doesn't have a monetary policy, and I think you've confused policy with supply. Bitcoin could be $50 today and $5 tomorrow, and a Tweet, mining, gov regulation, etc impact its value.
