The US befriends nations until they no longer serve the US (see Ukraine). Israel spies on the US and vice versa because they are business partners that do not trust each other.

Israel sold weapons to Latin American dictators when Congress banned US arsenal, yet US officials aided the business deals. The governments are mafias that respect each other's turf, but these relationships tend to end in barrels at the bottom of the sea.

Hopefully, they don't take us down with them.
