The police don't stop violence from occuring; they react to it. We could employ two police per person and improve training, but that won't reduce the violence.

We need to address the reasons for the violence and proactively invest in public goods and services. Society is broken, yet we aren't doing anything to fix our problems. Our governments no longer fund public initiatives, and community, family, alienation, and financial hardship are destroying us.

Diverting some of the police's money and resources into public services would reduce the workload for the cops and the violence because austerity and violence have a strong relationship. Defunding public services like mental health facilities increased the need for police, and every austerity measure becomes the police's responsibility. It's horrific for the public and the police.
