The "good cop and bad cop" agenda works well because we keep falling for it. Perhaps, the role of the democrats is to protect the republicans so both parties can support their donors, or maybe not. Maybe the democrats are so inept they can't get anything through with a majority while republicans manage to pass everything they put forth.
