Libya did not have the same economic issues as the neoliberal countries because it was a socialist nation. Everyone had food, water, housing, healthcare, and education. Literacy rates were at 88% and gender equality was way higher than most nations. Wages were as high as Europe, and despite the sanctions, poverty was mostly eliminated.
When Gaddafi said house by house, he was speaking to the foreign terrorists who attacked Libyans. The Arab Spring started in December, but Libyans didn't protest for a better quality life. In February 2011, 12 families disputed a settlement over a prison uprising that had occured in 1996. Each family received $160,000 USD for family members killed in the violent clash with prison guards, but they wanted more.
Reknown terrorists used the dispute for their agenda, and within four days became extremely violent. They restrained a Libyan in a police station and beheaded him while he yelled, I'm Libyan! I'm Libyan! The military protected citizens because they were under attack by foreign extremists, but they never opened fire on the public. In fact, they never even shot down any NATO jets.
The US, UK, and France organized the coup because they did not want Gaddafi's Pan-Africa initiative to gain power, and all of this information is has been published.
