I think you mean neoliberalism, and it's only for the wealthy class. We've liberated markets, regulations, corporations, and finance to enrich a few, and the government works for them.

The Professional Managerial Class (petty bourgeois) controls society in an attempt to join the wealthy class, and they may call their oppressive acts progressive, but they are iliberals promoting neoliberalism.
